Pendant specifically hanging from a belt/girdle -- I think it can mean other kinds of pendants as well, but as part of the set phrase "sword and waist-pendant" it's specifically that kind. The two together signify military and civilian officials.

The closest western parallel I can think of is fobs from a watch-chain, which is nowhere near close.
